CPR (Cooperation Projects with RosTechNadzor)

Background
In a previous cooperation project (1995-1998) between GAN, SSI and NRPA some software (SSI Toolbox and Amber) and methodologies were transferred to GAN. These, however, and today no longer sufficient to cover all identified needs and thus require some updating.

In addition, a small cooperation project between GAN and SSI, with the participation of Facilia AB, for updating the SSI Toolbox, was carried out during September 2002 - April 2003. One of the objectives of this project was to identify priorities for the cooperation between GAN and SSI. Four priorities areas for future cooperation were identified:
  1. Transfer to GAN institutions of methods and tools, such as Ecolego and Amber, for safety and environmental impact assessments of radioactive waste facilities.
  2. Development of a system for control and accounting of radioactive sources.
  3. Assessment of the risk of illicit use of radioactive sources and materials (including the potential use of radioactive sources in terrorist acts).
  4. Development of a program for training and certification of personnel working with radioactive sources and the regulators.
The current project, CPR, intends to address these above priorities. CPR has been divided into four sub-projects (SP), each of which will focus on separate aspects of the above priorities.

Objective
To address a number of priorities in radioactive waste management via the co-operation between Sweden and Russia, as set by SSI and Gosatomnadzor (GAN).

Work description
The project is divided into four sub-projects (SP).

SP 1. Validation of approaches for safety assessment of non-nuclear repositories
SP 2. Development of a methodology for estimation of radioactive inventory in TENORM
SP 3. Development of methodology for assessment of risks of illegal use of radioactive sources, including their use in terrorist acts
SP 4. Development of a program for training and certification of personnel

Work in Year 1 centres on SP1 and SP2, and work for 2005 will develop workload for SPs 3 and 4.

Output
SP 1. Methodologies and tools for safety assessment, of low and intermediate level activity radioactive waste facilities, transferred to Russian Institutions; implementation of the methodologies and tools in assessments of the Radon type facility; trained personnel in Russia on the transferred methodologies and tools.
SP 2. Development of methodology for estimation of activity levels in TENORM; adaptation of tools (TOOLBOX and Ecolego) for implementing the methodology.
SP 3. Conducting assessment of risks of illegal use of radioactive sources during the licensing process.
SP 4. Upgrading work on training and certification of personnel working with radioactive sources and as regulators.
